Sahib Mammadov, representing the Citizens’ Labor Rights Protection League and the Human Rights Training and Research Public Union, participated in the 31st session of the UN Committee on Enforced Disappearances held on September 14-15.
The two organizations submitted an alternative report in response to Armenia’s 2nd periodic report presented to the Committee under the UN International Convention for
the Protection of All Persons from Enforced Disappearance. During the briefing organized for the Committee members ahead of the session, the representative of these organizations, along with the International Eurasia Press Fund (which had also submitted an alternative report), delivered a joint statement and answered numerous questions from the Committee members. Furthermore, Sahib Mammadov attended the opening ceremony of the Committee’s 31st session as well as the interactive dialogue session where the official delegation of Armenia presented its report.
Throughout the session, Committee members and the President of the Committee, Mr. Juan Alban-Alencastro, raised questions regarding the fate of Azerbaijani prisoners of war and hostages, including children, women, and the elderly. Although the official delegation of Armenia attempted to evade the questions and provide indirect answers, the Committee members emphasized the necessity of investigating the fate of the 4,010 individuals currently registered as missing and initiating criminal proceedings against the perpetrators. They also stressed that the requirements previously set forth regarding the same matter by two other UN bodies—the Committee on the Elimination of Racial Discrimination and the Committee Against Torture—must be fulfilled.
The Committee will adopt its Concluding Observations regarding Armenia after
